Looks like this is a Eurotram, a tram designed specifically for the local transportation company in Strasbourg. It’s funny that this is the tram’s name because it was built for a French city by an Italian manufacturer. When that manufacturer went bankrupt, a Swiss manufacturer continued them, then a German one, and then another German (but also Canadian, Bombardier) manufacturer. A truly European+ effort! They’re also used in Porto (Portugal) and Milan (Italy).

I think this photo was taken as the tram (F line, started in Place d’Islande and headed to Comtes) was about to enter the Broglie station. If I had to guess, the photographer stood a good bit away (maybe at the station) and used a lens with lots of magnification because a lot of what you can see in the background (yield signs on the right, railing of a bridge on the left) is decently far away from where the tram is. The edge of a stone building you can see at the right edge is probably part of the Strasbourg Opera House.

A very cool photo! The tram taking a slight turn makes it look dynamic and moving even without motion blur, and pulling the background in closer puts it in a much nicer-looking context than what you would see with your human eyes.
