When people who don’t believe in Jesus die, they go to whatever afterlife they do believe in, and if they don’t believe in any afterlife, they simply cease to exist. There’s no penalty for not following Jesus, it’s completely optional. Roman priests invented Hell to appeal to people who were used to the idea of the Greek underworld afterlife, there’s no basis for it in Jesus’ teachings.
