Especially given these flying bombs are literally being used as weapons of mass terror against Ukrainian civilians and are hardly used for actual war to pursue strategic military goals, absolutely they are valid military targets. More like they are “public safety” targets at that point since the violence of these systems is of the dumb and shocking kind meant to scare civilians by publicly killing them at random…
