So those rooftops have become military targets.
To have military equipment installed in top of civilians is demonic.
You target them? You kill foreign civilians. You don’t target them? They kill civilians in your country.
Especially given these flying bombs are literally being used as weapons of mass terror against Ukrainian civilians and are hardly used for actual war to pursue strategic military goals, absolutely they are valid military targets. More like they are “public safety” targets at that point since the violence of these systems is of the dumb and shocking kind meant to scare civilians by publicly killing them at random…

the boarder with Belarus is 1000km with 120km going through Chernobyl how many broad spectrum RF jammers do you need to setup on the boarder to interfere with those comms? if nothing it’ll piss off Belarus enough that they could get relocated? bombing them isn’t viable due to civilians. just a thought…
