It’s blatant corruption and illegal in all functioning democracies. Not saying you don’t have a point, but your point I believe is incomplete without this as a disclaimer.
A tax rebate in itself isn’t necessarily illegal, but yes in this context offering it as a bribe to influence voting is illegal.
