Honestly I think free bus is ok but public grocery might not really work, given grocery is a marketplace platform business, so only have 5 stores is not a scale that would bring down the price even your operating on zero margin. You have the same in the Soviet Union and China; the first generation of bureaucrats were soldiers having no idea how to govern, but their successors learned fast and ruled more effectively.
